City Council makes clear that 5-story apartment on Manhattan Drive will not take place – Kelowna News

A developer’s plan to add height to a proposed apartment complex in North Kelowna appears to have been shot almost before it began.

Planning staff and city council both supported zoning and official community plan changes for a large rectangular lot on Manhattan Drive.

Council accepted a land use change from a single residential unit to two units and a zoning change to RM3.

“The area allows three stories or 10 meters in height and is considered one of our low density areas,” said city planner Jocelyn Black.

“Collective housing located in this area would be low density and low profile.

“Due to the size of the property (2,000 square meters, staff believe there is a development opportunity on the site that respects the neighborhood and fits perfectly into the existing context.)

But, Black says a development exemption permit application, which council will have to deal with later, suggests a height of five stories.

The drawings show a semi-detached unit facing Manhattan Drive with a five-story apartment and 10 units at the back of the lot.

When asked by the board, Black said the developer had been informed that there was “an expectation that they will develop in the RM3 area, and that the high variance at present as designed is not considered. as acceptable “.

“This is unique in that often when we bring the land use to council, we’ve worked on some of these development permit considerations,” Black added.

“It’s a little different in that we haven’t quite worked with the candidate yet.”

The proposed development is located near the former Tolko plant site, which is expected to be developed at some point in the future.

In fact, Black says an area plan for the entire north end of town is expected to arrive at the council table in the future.

“An RM3 could be a good transition to what could potentially happen at this site (Tolko),” Coun said. Gail Donné.

The rezoning and OCP changes will now be the subject of a public hearing.

Any formal discussion of height will not take place until well after the land use issue has been decided.
